Privatization
The program’s privatization component is designed to assist the Government of Iraq a) establish a legal framework for the privatization of selected state-owned enterprises, b) provide technical support for a transparent, government-designated privatization organization, c) develop a database including company profiles to promote investor interest on the basis of transparency, and d) provide advice and support on improving awareness and acceptance by industry, the public, and government of the benefits of transitioning to a market-based economy.
Implementation activities currently underway include:
Privatization Inter-Ministerial
Commission
Establishment and skills training of government-designated implementing
organization on privatization.
Privatization Legislation
Development of “best practices” privatization legislation to support
Iraq’s privatization efforts and create a single, transparent regulatory
framework for privatization of state-owned enterprises (SOEs) throughout the
country.
State-Owned Enterprise
Database
Development and maintenance of a searchable database containing current
profiles and financial analyses of state-owned enterprises that could be privatized
in Iraq.
Displaced Workers Program
Development of a study examining options for providing appropriate
compensation packages and/or transition employment for SOE workers displaced
by privatization actions.
Public Awareness
Campaign
Development and support for the implementation of communications designed
to increase public awareness about the public benefits of privatization.
